A CAREER PROPERTY-TAX POLITICIAN
SENATOR PAUL BETTENCOURT, DISTRICT 7
April 19, 2018, The WatchDog, Dave Lieber, Dallas Morning News, noted
that Rudy Durham wore two hats: the Mayor of Lewisville and Chief
Appraiser for the Denton Central Appraisal District. He quoted Senator Paul
Bettencourt as saying “We want everybody to be separate. [Durham] is
going to have to choose. Be chief appraiser or mayor. Pick one and be done
with it.”
August 13, 2018, John Thorngren noted that the Appraisal Districts are using
sloppy, coin-toss statistics to evaluate the simplest of market value items -
vacant land. Noting that Bettencourt chairs the Property Value Study
Advisory Committee for the Texas State Comptroller’s Office, he sends his
findings to the honorable senator and other members of the board (see following).
No response is received from Bettencourt or any of the board’s members. This is
about the fourth and definitely my final letter to Bettencourt, His omissions are
deafening.
September 21,2018, #Eliminate Property Tax, FaceBook, Russell Bennett,
Administrator, noted Bettencourt also wears two hats, namely as owning a
property tax advisor service BTA (Bettencourt Tax Advisors, btanow.com)
that makes money from property taxes as well as being an alleged advocate
to change the system. It is also noted that, BTA owns $ 1.5 M in property
under three different names (Harris county Appraisal District, HCAD.org).

RE: Property Appraisal System
Denton County et. al.
As might have been expected from my corresponding-copy letter of 7/30/18 to
you, my request to the Texas Comptroller’s Office for an audit of the Denton
County Appraisal District, Lake Dallas ISD, was rejected.
Therefore, I am appealing to the Property Value Study Advisory Committee for
help in this matter. Please-Please let me know that the appraisal districts are not
untouchable.
